Documents & getting started
Where is the Philippine Consulate in Barcelona, and do I need an appointment?
The Philippine Consulate General in Barcelona is at Gran Via de les Corts Catalanes 601, Planta Principal, 08007 Barcelona. It is open Monday to Friday, 08:30 to 16:30, and closed on Philippine and Spanish public holidays. Its contact page says no appointment is needed for any of its services, last confirmed Jan 2026. For a passport, phone first on +34 938 288 312: the DFA (the Philippine Department of Foreign Affairs) says an appointment is necessary for all lost passports, so the two official pages do not agree and one phone call settles it.
Does this apply to me
You need the consulate for Philippine paperwork only: renewing your Philippine passport, dual citizenship under Republic Act 9225, registering a birth, marriage or death that happened in Spain so the Philippines has it on record, affidavits and a Special Power of Attorney, NBI fingerprinting, and Assistance to Nationals. Spanish paperwork is not its work at all — the padrón (Barcelona City Council’s register of residents), the TIE (Tarjeta de Identidad de Extranjero, the foreigner identity card), your health card (TSI, targeta sanitària individual) and a school place are Spanish offices, and the consulate cannot do any of them for you. The consulate covers Catalonia, Aragon, the Valencian Community, the Balearic Islands and Andorra.
What it costs
Walking in and asking a question is free. Each service has a fixed price, from the consulate’s own New Schedule of Service Fees, effective 1 Sep 2024:
| Service | Fee |
|---|---|
| New or renewed ePassport | €60 |
| Lost ePassport | €150 |
| Lost brown or green MRP or MRRP passport | €90 |
| Travel Document | €30 |
| Dual citizenship | €50 for the main applicant, €25 for each child included |
| Report of Birth, Report of Marriage, Report of Death | €25 each |
| Affidavits, Special Power of Attorney, Authorisation to Travel for a Minor, Acknowledgment, Authentication, Certification, NBI fingerprinting | €25 each |
| Application for a Marriage Licence | €25 |
| Solemnisation of marriage | €60 |
| Correcting a clerical error in a birth or marriage certificate | €50 |
| Correcting a first name or a gender entry | €150 |
| Expedite fee | €10 per document |
| Filipino Community Registration Card (the yellow card) | Free |
That schedule is two years old and the consulate now has a Consular Fees page in its own menu, so check the current figure before you pay.
What to bring
- Your current Philippine passport and a photocopy of the data page.
- A Spanish document as supporting proof: your TIE or NIE (Número de Identidad de Extranjero, the foreigner identification number) card, family card, student card or Schengen visa.
- The completed form for the service you want, from the consulate’s Downloadable Forms page.
- Money for the fee.
That list comes from the consulate’s 2022 passport page, the newest version anyone outside the consulate can read, and the fee printed on it has since risen — so treat it as indicative and check the current Requirements for New or Renewal of PH Passport page, or phone, before you travel.
Two things from that same 2022 page save a wasted trip: you do not need to bring photographs, because they are taken digitally at the counter, and there is a dress rule — a collared shirt for men, no sleeveless tops or plunging necklines for women, and no earrings or necklaces in a passport photograph.
On payment, the consulate’s 2025 civil registry pages say cash, debit and credit cards and Bizum are accepted, while its Citizen’s Charter says cash in euro, so carry cash as well. If you hold no Spanish document at all, phone the consular section and ask what they will accept before you make the journey. Ask. Do not stay away.
Where to go, and how to book
Gran Via de les Corts Catalanes 601, Planta Principal, 08007 Barcelona. Planta principal is not the ground floor — in a Barcelona building it sits above the street entrance, so look for it on the building directory rather than the lobby. There is normally no cita previa (advance appointment) to book: walk in during consular hours, and phone ahead for a passport.
- Trunkline: +34 938 288 312
- General email: barcelona.pcg at dfa.gov.ph (where this guide writes “at”, type the at-sign)
- Consular section: barcelonapcg.consular at dfa.gov.ph
If you live outside Catalonia, the consulate’s contact page lists two permanent honorary consulates:
| Location | Address | Phone | Hours |
|---|---|---|---|
| Valencia | Avenida Navarro Reverter 10, 2º piso, puerta 3, 46004 Valencia | +34 960 610 342 (telephone and fax) | — |
| Palma de Mallorca | Paseo Mallorca 32, entresuelo, 07012 Palma | +34 642 963 503 | 09:00 to 17:00 Monday to Friday, by appointment |
The Andorra post is listed as vacant, so contact Barcelona directly. Outreach missions to other cities happen occasionally and are announced on the consulate’s Advisories page — the most recent one anyone can read was Andorra in Aug 2025 — so do not plan around a mission that has not been announced.
How long it takes
Notarial and civil registry work is normally finished at the counter the same day. You present your documents at Window 1 or 2, pay at Window 3, and sign in front of a consular officer. A passport is not same-day: the DFA says processing and releasing a passport at a Foreign Service Post takes around four to six weeks, and that does not include courier time.
What happens next
You leave with an Official Receipt, the OR. Keep it. It is what you hand over to collect a passport later, and it is your proof of payment. For a notarial document you leave with the signed original the same day. For a passport you come back with the OR and your old passport, check every detail in front of the officer, and collect the new one.
What goes wrong
- Old listings and old group messages still give the previous address, Rambla de Catalunya 33. The consulate moved in Aug 2025. Going to the old address costs a morning off work.
- Second, and more expensive: a passport appointment is free. The DFA says so in capitals on its own site — “PASSPORT APPOINTMENTS ARE FREE AND SHOULD ONLY BE MADE VIA HTTPS://PASSPORT.GOV.PH” — and warns applicants against booking through fixers and social media accounts. Nobody in a Facebook group or a WhatsApp chat is authorised to sell you an appointment, and no gestor (a private paid paperwork agent, not a public office) can get you one faster.
- Third: the consulate’s own contact page prints a website address that does not resolve at all. The site that works is barcelonapcg.dfa.gov.ph.

- My Philippine passport was lost or stolen. What do I do? — the police report comes before the consulate, and there is a 15-day clearing period.
- I am a Filipino in trouble in Barcelona. Who do I call? — for arrest, hospital, an employer holding your passport or wages.
- Which office books which appointment (cita previa)? — because the consulate books none of the Spanish procedures people arrive expecting.
